Dr. Shoou-Yuh Chang, P.E.

Chung photoDr. Shoou-Yuh Chang, P.E. recieved his Ph.D in Environmental Engineering. Dr. Chang has more than 21 years of teaching and researching experience in environmental engineering. Prior to accepting the position as Massie Chair, Dr. Shoou-Yuh Chang was a professor and graduate program coordinator in the Department of Civil Engineering at NCA&T. Dr. Chang's research interests include environmental systems analysis, hazardous and radioactive waste treatment and management, water and wastewater treatment and planning, and water quality modeling. He has extensive research experience in the use of models to generate alternatives for waste management and disposal systems. These attractive and different alternatives provide insight and information useful in the decision-making process. Dr. Chang maintains an excellent working relationship with scientists at Oak Ridge National Laboratory (ORNL), Sandia National Laboratories (SNL) and the U.S. Environmental Protection Agency (EPA). He has completed several research contracts awarded by ORNL to support the Low Level Radioactive Waste Disposal Strategy Implementation for Oak Ridge Operations. He also worked at SNL for three summers developing the benefit/cost methodology for the disposal of radioactive waste (GCD and orphan wastes) generated by various DOE facilities.

Because of his success in research activities, he was elected to Graduate and Doctoral Faculty membership at the University of Missouri-Rolla, and the Interinstitutional Graduate Faculty at North Carolina State University. He came to NCA&T to develop a Civil Engineering undergraduate program. He has secured funds for numerous research projects at NCA&T and is considered as one of the School's million dollar researchers. He was awarded the College of Engineering Excellence for Research for the 1994-95 year. As the project manager of the HBCU/MI (minority institution) Environmental Technology and Waste Management Consortium project (with Drs. Uzochukwu and Shah), he coordinates the environmental sciences and engineering research, retention and recruitment, outreach, and technology transfer activities at NC A&T.

Dr. Chang is also very active in professional organizations and community service. He is a registered professional engineer in North Carolina and has served as secretary, vice president, and president of the North Piedmont Chapter of the Professional Engineers of North Carolina. He has been active in the Mathcounts program (an outreach to pre-college students) for the past seven to eight years. He was a member of the Research Committee, Water Pollution Control Federation and was responsible for annual literature review in Systems Analysis from 1987 to 1992. He is also a reviewer for the Journal of Environmental Engineering and Journal of Water Resources Planning and Management, ASCE. In December 1992, the N.C. Governor James Martin appointed him to the North Carolina Water Treatment Facility Operators Certification Board. In June 1995, Governor Hunt reappointed him to the Board for another three years. In March 1995, he was appointed by County commissioners to serve on the Guilford County Advisory Board for Environmental Quality.

A Discussion with Dr. Chang on Program Goals

"The objective of the DOE Chairs of Excellence Program is to develop high quality educational and research in environmental engineering at North Carolina A&T State University (A&T). This Program aims to increase the number of African Americans trained in environmental areas while developing a faculty concentrated in environmental education and research. Although A&T had a well-developed environmental program prior to the Massie Chairs grant, A&T's goal is to become a model of excellence in environmental engineering through the program's support. The Program will provide a catalyst to enhance collaboration of faculty and students among various engineering departments to work together in a focus research area. The collaboration will be expanded to other programs at A&T."
